The Protection of Freedoms Act 2012 established the Office of Surveillance Commissioner in order to ensure that public space cameras performed the function for which they were intended and not for the unnecessary intrusion of personal privacy. The Commissioner created a Code of Practice governing the use of CCTV, for which all local authorities must have statutory regard. The Code consists of 12 Guiding Principles.
The Information Commissioner’s Office has also issued a number of publications around the Data Protection element of using CCTV. This is particularly helpful for people wishing to set up small CCTV schemes for domestic security purposes.
